In a grim reminder of the persistent dangers posed by Islamist terror networks operating unchecked abroad, at least 25 innocent civilians were killed in a brutal early morning attack Sunday by the Allied Democratic Force (ADF), an Islamic State-linked group based in eastern Congo.
